Release from identification requirements
The responsible ID authorities can release from the identification requirements persons who
1. have been appointed a guardian on more than a mere temporary basis, or who is unable to act independently or give consent and is represented by a proxy with officially certified power of attorney;
2. are likely to reside permanently in a hospital, care home or similar facility; or
3. who cannot move about independently in public due to a permanent disability.
